MOSCOW, Feb 21 (Reuters) - President Vladimir Putin said on Tuesday that Russia's upcoming 2024 presidential election would be fair, and that it had the right to be a strong country. "The presidential election in 2024 will be held in strict accordance with the law and in compliance with all democratic constitutional procedures," Putin told lawmakers. "We must all combine our efforts, our responsibilities and our rights to uphold one historical supreme right: the right of Russia to be strong," he said, prompting one of several standing ovations.
