China’s commerce ministry said on Wednesday it has asked the World Trade Organization (WTO) to rule on Canada’s imposition of steep tariffs on Chinese electric vehicles as well as steel and aluminum products.Following the lead of the United States and European Union, Canada began imposing on Tuesday a 100% levy on EVs shipped from China, having also announced in late August a 25% tariff on Chinese steel and aluminum products.“China has raised a litigation to the WTO over Canada’s unilateral and trade protectionist measures, and will conduct anti-discriminatory probe into these restrictive measures,” the ministry said in a statement.The ministry repeated its strong opposition to the tariffs, which it says will “disrupt and distort global industrial and supply chain.”(By Chen Aizhu; Editing by Shri Navaratnam)

Russian aluminum producer Rusal plans to double the capacity of its Boguchansky aluminum smelter in Siberia to 600,000 metric tons by 2030, the local government in the Krasnoyarsk region, where the plant is located, said on Friday.Rusal, the world’s largest aluminum producer outside China, launched the first production line at Boguchansky in 2019. The plant is jointly owned with the state-controlled power generating company Rushydro.The local government’s statement quoted Rusal vice president, Elena Bezdenezhnykh, as saying that construction work at Boguchansky will start in 2025.Rusal, which accounts for 5.5% of global aluminum output, operates 11 smelters with a combined capacity of 4.6 million tons. Brazilian miner Vale aims to boost its copper production, the company’s new CEO said on Wednesday, conceding it has lost ground to its competitors in output of the key industrial metal.Vale is a top global iron ore producer, while also operating base metal projects including copper and nickel.“We have fallen behind on copper,” CEO Gustavo Pimenta said in his first public remarks since starting his new role on Tuesday. He was previously the miner’s chief financial officer.Vale is on track to produce between 320,000 and 355,000 metric tons of copper this year, according to company guidance, versus what Pimenta described as annual output of more than 1 million tons by top players in the market.At a press conference, Pimenta also batted down expectations for an initial public offering for the firm’s base metals unit, saying that is not under consideration right now.Vale owns 90% of Vale Base Metals, which groups together its nickel and copper assets. Manara Minerals, a joint venture between Saudi Arabian miner Ma’aden and Saudi Arabia’s Public Investment Fund, bought a 10% stake earlier this year.Pimenta said once the base metals unit grows its copper production to some 500,000 tons of annual production, the company will then consider whether it needs to tap capital markets for funding. Vale’s new boss pledges to grow copper output after falling behind rivals

Zimbabwe has softened its requirements for lithium miners to process the mineral locally, a government official said on Thursday, as the industry battles to survive a price slump over the past year.Africa’s top lithium producer, Zimbabwe had last year given producers up to March 2024 to submit plans of how they would produce battery-grade lithium in the impoverished southern African country.Prices of lithium, which is mainly used in battery technologies, have fallen more than 80% in the past year largely due to overproduction from China and a drop in demand for electric vehicles.The price collapse has forced companies like Chinese battery giant CATL to suspend production at certain mines. Albemarle, the world’s top lithium miner, implemented a second round of cost cuts earlier this year and laid off workers.In Zimbabwe, lithium miners including Sinomine Resource Group’s Bikita Minerals, have been forced to cut production and lay off workers as the impact of weak prices has been compounded by the country’s poor infrastructure, currency volatility and policy inconsistencies.The Zimbabwe government would now take a measured approach in its quest to localize lithium processing, deputy mines minister Polite Kambamura told Reuters.“We are now considering them on a case by case basis and also considering the level of investments already put in the country,” Kambamura said.Chinese firms including Sinomine, Zhejiang Huayou Cobalt, Chengxin Lithium Group, Yahua Group and Canmax Technologies have spent more than $1 billion over the past three years to acquire and develop lithium projects in Zimbabwe.“Some commenced mining operations five months before the deadline, so we are considering where the project is,” he added.Sinomine has said it plans to spend up to $500 million building a lithium sulphate plant at Bikita within the next five years.Huayou has said it is conducting feasibility studies for a lithium sulphate plant at its Arcadia mine.Kambamura said the government was open to dialogue with lithium miners over their struggles.“We understand the prices are low but they are beginning to firm up. Zimbabwe softens stance on local lithium processing after price collapse

Wiradjuri elder Nyree Reynolds calls her home west of Sydney the valley of the Bilabula, the Indigenous name for its river. The river features in Wiradjuri stories about the creation of their land, she told state planning regulators, “And no one has the right to destroy this.”On her objections, the Australian government in August ordered miner Regis Resources to find a new dam site for a A$1 billion ($685 million) gold project on the grounds its proposed location for storing rock and chemical waste would irreparably harm culture attached to the river.The decision by Environment Minister Tanya Plibersek under a rarely used Aboriginal heritage protection law has stoked an outcry from mining groups who say Regis followed all legal processes and the decision raises sovereign risk for developers.The government’s action adds to the uncertainty miners have faced since iron ore giant Rio Tinto legally destroyed ancient Aboriginal rock shelters at Juukan Gorge four years ago and raises the urgency to overhaul heritage protection laws.At least three other resources projects are facing review, like Regis did, under Section 10 of the law that allows Aboriginal people to apply to protect areas important to them when other legal avenues have failed.“You can get all the state environmental approvals, all the federal environmental approvals and at the end of the process a Section 10, … essentially a federal minister can … make your project unviable,” said Warren Pearce, CEO of the Association of Mining and Exploration Companies.“That’s the definition of sovereign risk.”While Reynolds objected to Regis’ mine, a local Aboriginal group representing Wiradjuri people, authorized by the state to speak for cultural heritage, had concluded that impacts from the project could be managed.Regis said in August it is considering its legal options after writing down the value of its project by more than $100 million.The decision on Regis’ project was the second by the government in as many months to back Indigenous groups over miners.ERA, majority owned by mining giant Rio Tinto, is suing the government on procedural fairness grounds after it did not renew the miner’s exploration lease on uranium rich land.Government officials and some investors say developers need to engage earlier and more deeply with Indigenous groups when planning projects, but new laws governing heritage protection that would assist the process are yet to arrive.The government has not said when it expects to finalize the legislation. Only Western Australia has made some heritage reforms, leaving the industry relying on a patchwork of old state legislation to manage heritage protection at a time when Australia is marketing itself as a supplier of ethical metals.Votes at stake Resources projects with outstanding Section 10 objections include miner Bellevue Gold’s plan to dig under a desert lake and Woodside’s Scarborough natural gas project that will feed a gas plant in a region rich in ancient rock art that the government has nominated for a UNESCO World Heritage listing. Both projects are in Western Australia.But not all objections are equal when it comes to politics, especially with the centre-left Labor government facing an election in 2025.Woodside is unlikely to face the same setback as Regis, said MST Marquee senior energy analyst Saul Kavonic, as the $12.5 billion Scarborough gas project is “extremely politically important to the Labor government in Western Australia”.Plibersek’s office said it could not comment on the Scarborough project as the issue is under consideration.Both Woodside and Bellevue said they take their responsibilities to manage Aboriginal cultural heritage seriously.Bellevue said it has permission from the Tjiwarl native title group to dig under the lake as part of a heritage management plan.The government’s action comes after it failed in a referendum last year that sought to give Indigenous Australians special recognition in the country’s constitution and an advisory voice to lawmakers.Some people think the government is now acting to appease inner city east coast voters who backed the referendum and who may want to vote for the Greens rather than support mining.“Here is a government trying to scramble to make itself look good, because it absolutely gutted the opportunity for us to have a voice in Parliament,” said Wonnarua man Scott Franks, who has filed three section 10s against developments in the state’s coal rich Hunter Valley region and lost them all.When asked if she was catering to Green voters with her decision on Regis, Plibersek told reporters on Aug. 28 that she had consulted widely: “I made the decision based on facts.”Australia’s minister for Indigenous Australians, Malarndirri McCarthy, said the government was working hard with Aboriginal groups on new heritage protection laws.“The Australian government is deeply concerned about the destruction of First Nations heritage values anywhere in Australia,” McCarthy said in a statement to Reuters.Tighter rules on the way A key issue that needs to be addressed is to make clear exactly who developers need to consult to ensure projects do not harm important sites on the traditional lands or countries of Indigenous groups.“Our whole objective is to remove this sort of uncertainty that people are dealing with to make it clear who speaks for the Country,” Plibersek told Australian Broadcasting Corp on Aug. 28.Regis said it had consulted with 13 different groups and individuals during the permitting process.“Regis takes its relationship with the Aboriginal stakeholders at our operations very seriously and conducted extensive engagement with Aboriginal parties from an early stage in the approvals process,” it said in a statement to Reuters.To help miners manage consultations on protecting Aboriginal heritage while the rules are revised, the Responsible Investment Association Australasia, which counts 75% of the country’s institutional investors as members, worked with First Nations, the government and mining giant BHP on best practices.“The current laws remain inadequate, which is why we need investors and corporates themselves to step up,” the association’s co-CEO, Estelle Parker, said.Among its recommendations, the association urges miners to adhere to free, prior and informed consent that can be withdrawn at any time.The guide is “ambitious and probably unrealistic”, law firm Ashurst said in a 2024 report, but it advised miners to get familiar with it.“Be aware that change will come to Federal heritage laws. Australian mine fight reignites Aboriginal heritage tensions

LME monitoring aluminum market after spike in spread

Madagascar’s nickel and cobalt miner Ambatovy has shut down a pipeline supplying ore from its mine in the country’s east to a processing and refinery plant due to damage, its major shareholder Sumitomo Corp said.As Ambatovy continues to assess the impact on operations and the timeline for recovery, traders said that the incident could tighten supplies in the cobalt market if the stoppage goes on for more than two months.The cause of the damage to the slurry pipeline, which occurred on Sept. 25, is being investigated, Sumitomo said in a statement on Monday, adding that no injuries were reported.The Japanese trading house has been struggling to stabilize production and improve profitability at the Ambatovy project, which launched in 2005.The project produced about 8,000 tonnes of nickel during the April-June quarter, down from about 10,000 tons a year earlier, Sumitomo said in July. It expects annual production of 35,000 tons for the year to March 31.It did not disclose its cobalt production. According to Darton Commodities, Ambatovy produced 3,390 tons of cobalt last year.Sumitomo owns a 54.2% stake in the project companies – Ambatovy Minerals, a mining company, and Dynatec Madagascar, a refining company – while the remaining stake is held by Korea Mine Rehabilitation and Mineral Resources.The Ambatovy nickel project companies filed a debt restructuring plan with a court in London in August. Madagascar’s nickel and cobalt miner Ambatovy shuts down ore pipeline

Some companies in Asia and Europe are starting to substitute cheaper aluminum wire for copper and the trend is due to gain momentum as copper prices are expected to see further gains, consultancy CRU said on Tuesday.“Over the past year we have been seeing rapidly growing interest, people are putting two and two together,” CRU analyst Aisling Hubert told an event during London Metal Exchange Week.“We have had a lot of conversations with our clients.”Many firms regarded a rally by copper in May to a record high in May of over $11,100 per metric ton as a sign of higher prices in the future as the energy transition boosts demand, she added.Both copper and aluminum are good conductors of electricity, but there is a big gap in their price.Currently, the price of copper is 3.8 times that of aluminum and CRU forecasts that the ratio will rise above 4 next year, a key level seen as driving more substitution, said Hubert, who specializes in wire and cable markets.“We see substitution taking place, but it’s not everywhere and certainly there’s massive regional diversity.”The state Chinese power grid, a huge user of metal, is expected to stick with copper because officials are risk averse and worried about potential problems in switching metals, she said.“In the high voltage submarine cables connecting the power grids between countries, we expect those to stay copper, but almost everything else is up for grabs,” Hubert added.For example, substitution was currently taking place by manufacturers who use electrical wire for motors in appliances such as refrigerators in Asian countries such as Japan and Korea, she said.(Reporting by Eric Onstad; editing by David Evans)
