UK's Hunt: Budget surplus doesn't change need for responsible public finances

LONDON, Feb 21 (Reuters) - British finance minister Jeremy Hunt said on Tuesday that an unexpected budget surplus in January should not be regarded as a windfall and did not change the need for responsible public finances.
