LONDON, March 15 (Reuters) - Differentials for North Sea crude oil streams were unchanged on Tuesday as no buyers or sellers of cargoes emerged in the trading window, a trading source said, while crude oil futures slumped to their lowest in more than a year.

* British government measures to support energy security will be announced later in March, a budget document said on Wednesday without mention of any fresh incentives for oil and gas or renewable energy producers.
* Oil prices plunged more than $5 a barrel on Wednesday to their lowest in more than a year as unease over Swiss bank Credit Suisse spooked world markets and offset hopes of a Chinese oil demand recovery.
* Russia's Black Sea port of Novorossiisk resumed oil loadings on March 14 after a storm, two trading sources said on Tuesday.
* Kazakhstan plans to ship 20,000 tonnes of crude to Germany this month via the Russian Druzhba pipeline and the same volume in April, Kazakh Energy Minister Bolat Akchulakov said on Tuesday.

PLATTS WINDOW
* Indications are on a free-on-board (FOB) basis unless marked as cost, insurance and freight (CIF) or delivered at place (DAP).
* There were no deals, no outstanding bids and no outstanding offers, a trade source said.
