GLOBAL MARKETS


Asian shares struggled on Monday while U.S. and European stock futures edged higher on hopes authorities were working to ring fence stress in the global banking system, even as the cost of insuring against default neared dangerous levels. WORLD OIL PRICES Oil prices stabilised in Asian trade on Monday as investors sought cues from broader financial markets, while comments by Russian President Vladimir Putin over the weekend ratcheted up geopolitical tensions in Europe. U.S. Vice President Kamala Harris said on Sunday that the United States will increase investment in Africa and help spur economic growth as she began a week long tour of the continent aimed at offering a counter to the influence of rival China. CHAD SECURITY Chad's interim president Mahamat Idriss Deby on Saturday pardoned 380 jailed members of an influential rebel group in an apparent bid to get it to join peace talks. RWANDA JUSTICE Paul Rusesabagina, who was portrayed as a hero in the film "Hotel Rwanda," was released from a Rwandan prison on Friday, U.S. officials said, after his sentence was commuted following intense diplomacy by the United States. RWANDA POLITICS
Rwanda plans to amend its constitution to allow for presidential and parliamentary elections to be held at the same time, according to a statement outlining cabinet resolutions, seen by Reuters on Saturday. RWANDA DIPLOMACY The release of Paul Rusesabagina from a Rwandan prison late on Friday was the result of months of negotiations between Washington and Kigali, with both eager to draw a line under what they described as an "irritant" to their relationship.
