        MOSCOW, April 26 (Reuters) - The Russian government is
discussing changes to subsidies for oil refineries, Deputy Prime
Minister Alexander Novak said on Wednesday.
    The changes will soon be submitted to the State Duma,
Russia&apos;s lower house of parliament, Novak added, without
elaborating.
